Step 1

Pre-Proposal Approval

When a department decides to propose a new degree or major, the department should submit a pre-proposal document to academic affairs. Once the pre-proposal is approved, the department may continue in the process of creating a new degree or major. Send your pre-proposal document to

Step 2

IUPUI New Program Proposal Form and Supporting Materials

Complete all sections and appendices of the IUPUI new program proposal form and the IU new degree/certificate cover sheet. Following final school-level approval, send the cover sheet and proposal form with a cover letter to academic affairs requesting review and approval. All proposals will be reviewed using a rubric. Schools should follow the rubric when developing the proposal to avoid delays in the approval process.

Step 2.1

IU Online Proposal
All online and hybrid degrees and programs require approval from the IU Office of Online Education. This is a parallel process with step two and must be completed before step three can begin.

Step 3

Undergraduate Affairs Committee (UAC)
After academic affairs approves the proposal, a copy will be forwarded by academic affairs to the UAC for review and approval.

Step 4

Presentation to UAC
The chair of the UAC will invite the originating unit to present the proposal at a regularly scheduled UAC meeting.

Step 5

Chief Academic Officer

Following approval by the UAC, the proposal will be forwarded by the UAC to the chief academic officer for approval. If approved by the chief academic officer, the proposal is entered into the APPEAR system by academic affairs and forwarded to the Academic Leadership Council (IU degrees) or the associate provost at Purdue–West Lafayette (Purdue degrees) for approval. Following approval at this stage, the proposal is presented to either the IU or Purdue trustees.

Once a proposal has been submitted to the APPEAR system by the chief academic officer, school representatives can review the status using APPEAR.

Step 6

Indiana Commission for Higher Education
Following university-level approval, requests for new degrees and new majors also require the approval of the Indiana Commission for Higher Education.

Step 7

Unit and Campus Notifications
Following the final approval, the chief academic officer will send notification of approval to the dean of the originating unit, the Office of Communications and Marketing, the IUPUI registrar, the director of the Office of Student Financial Services, and the director of undergraduate admissions where the major will be coded for inclusion in the master inventory.
